Not able to connect to repeaters on initial bootup

I'm having an issue with initial bootup of the image which prevents me from connecting to repeaters (I can connect to reflectors fine). If I shut down ircDDBGateway and restart it, I can then connect to the repeaters with no problem. I dug through the logs and found this difference in the startup between the initial boot up and the manual restart:
Initial boot up:

It looks like it can't make the connection on starting after initial bootup, but it makes several connections prior to this failure. This happens on every bootup, and be fixed every time by restarting ircDDBGateway. It looks like some kind of timing issue, but it's strange that it can make other connections prior to this one failing.
