I have just successfully managed to get my ID-51E+ to send commands to my Commander 2.1/Raspberry Pi3/DVAP (thanks to some great help from Dan K7REX). I performed a PTT for the SYSINFO and I received an email back to my main email via a Gmail account. Great I thought. I then left the H/T at home still showing the "TO" setting for SYSINFO and went out shopping. When I returned I had a list of new emails sent to me at 10 minute intervals. Once I changed the "TO" to CQCQCQCQ the emails stopped. Can somebody explain what I could have been doing wrong?

You probably have GPS Auto TX set to 10 minutes rather than off, which causes the radio to transmit at the set interval.
Best to turn that off, as it will automatically and repeatedly kerchunk wherever you are linked, which is not appreciated on repeaters/reflectors.
