I am a long time Maryland DSTAR with r pi 2 and uhf DVAP user. I am thinking to modernize to D* Commander and would like to know 1) if APRS tx follows PTT and NOT the clock? This is desirable as I move my hotspot from one QTH to another. . And 2), is there convenient access to a log of last QSO that I can get to via SCP / SSH? Very useful when net controlling.

DPRS (DStar-to-APRS link) transmit behavior is a function of the radio, not the hotspot. You can set Icom radios to either transmit periodically based on time, or on PTT transmit only.
The logs are the G4KLX ircddbgateway logs in /var/log...they are not user-friendly, but if you have some linux skills you can tail the logs with appropriately-formatted grep commands and do some useful things with it.
FWIW, I use a dongle and WinDV's last-heard list when running nets.
