Multiple issues; let's start with scrambled commands

Hi all,
I bought a DVMEGA this week and have been working for two days to try to get it set up. I'm no stranger to Linux, ham radio in general or Raspberry Pi, but I'm still getting started on D-Star. I downloaded the software bundle from the Maryland D-Star site and I think I've followed the instructions, but so far I'm having limited success.
I've got the G4KLX D-Star Repeater and ircDDB Gateway software running, and while I think I followed the instructions, it's not impossible that I skipped a step or did something I shouldn't have. I have three memory locations in my Icom ID-880H programmed for the repeater's frequency (set to simplex) with MYCALL set to WA7KPK, RPT1 and RPT2 left empty, and URCALL set to "CQCQCQ", "WA7KPK E" and "WA7KPK I". The beacon is working -- every minute it announces "WA7KPK Bravo". However, if I try to issue any of the commands programmed into URCALL I get RPT?WA7KPK B which I think means the commands aren't making it out to the reflector the log says I'm connected to. (Talking to the reflector is a subject for a different post.) That's OK, I don't want them to go to the reflector, I just want the software to recognize the command and act on it.
But if I open the repeater log and issue one of those commands, it says it interpreted and parsed it. Example:
M: 2018-05-12 16:34:42: Radio header decoded - My: WA7KPK / Your: WA7KPK I Rpt1: Rpt2: Flags: 40 00 00
M: 2018-05-12 16:34:42: Announcement creation requested by WA7KPK /
M: 2018-05-12 16:34:43: AMBE for WA7KPK Frames: 1.6s, Silence: 0.0%, BER: 0.0%
Now here's the odd part. Sometimes if I send the "I" command the repeater will send "WA7KPK" in a different, higher voice, which I would guess is expected behavior. But if I dial up the "CQCQCQ" memory and send a message like "This is WA7KPK testing" eventually the message is echoed back, which is what I would expect the "E" command to do. Not only that, but from then forward the repeater alternates once a minute between sending the beacon message of "WA7KPK Bravol" and the echoed test message.
So my questions are:
1. Is the "RPT?WA7KPK B" message normal? If not, how do I get the proper message?
2. Why is the "CQCQCQ" message echoing and how can I get the "E" command to send the message instead?
