Polling failing when linked to an REF reflector

I am helping John KK6LIY (I got involved because he first thought he had a callsign registration problem and I'm the gateway Admin where he registered). He's running DStar Commander with a DVMega. The ircDDBGateway log shows he can successfully link (with OKRW return code) to REF001C, then normal keep-alive polling begins 30 seconds later and fails. ircDDBGateway then tries to relink, successfully, but 30 seconds later polling fails, and this process repeats.
I asked John to make sure he port forwarded UDP ports 20001 through 20009 to the internal IP address of his Pi, but the problem continues.
I doubt this is a DStar Commander problem, but I am hoping someone has seen this before and knows the problem and solution. Obviously ircDDBGateway is able to establish the link, but keep-alive polling appears to always fail.
