Need help downloading

Hi I am having troubles downloading Dstar Commander down on my windows 8 machine. I do have really slow intranet during the day but in the morning i have about 20 mbps. I tried 4 different times to download file and it wont come through. I did look for a thread but I dint see one with my problem. I am very new to Dstar and any help would be greatly appreciated. And Thanks for the Wonderful site. Danny
