I did a search of this forum for Reboot and could not find a solution to this particular problem so here I am doing my first posting.
Configuration: ID-31A Raspberry Pi 2 B+ with your current load. I did do an update and upgrade earlier followed by a reboot. DVMega board arrived today and was working perfectly for several conversations. I was extremely impressed that the documentation was so excellent that all the software, firmware, image, and hardware worked instantly. I configured using the Windows 7 DStarConfig.exe which worked perfectly.
The problem: To test my radio command set I sent the RF command from my radio of REBOOT which worked immediately. The Pi now continuously reboots over and over again. I tried between reboot's to send an Unlink command. Also tried Link to ref012A. The Pi still continuously reboots. I have powered off the Pi.
I suspect this is not your software failure. I is likely the classic PICNIC problem. Problem In Chair Not In Computer.

I had a similar issue and I found that the micro SD card wasn't completely seated. Although it 'clicks into place, there isn't anything to stop it actually coming out a tiny bit. I was using a non standard case and as I pushed the network cable into the board, the SD card was pressing against the case at the other end and partially ejecting it. I haven't had any problems since reseating the SD crd.
Plan B would be to create a new image on another SD card and see if the same thing happens.

Usually this is caused by setting the time zone on the Pi to something other than UTC.
Per the docs, you must leave the Pi set to UTC (image default)

This is as I thought, I did something wrong. My fault. I did set it for local time.
Is there a way for me to Cntl-C or Cntl-Z, get out of the loop, then reset/restore or edit a file? I can install a new image if that is not reasonable approach.

Because the program is running in the background, you can't CTRL-C out of it. Easiest fix is just to re-image the SD card I think.
