Thanks in advance for the help...do I have to have the Raspberry PI OS on the system or do I just upload DStar commander to work on its own?

The DStar Commander image is a complete disk image which includes the OS (Raspbian) and the gateway software. Download the zip, flash the SD card with Win32DiskImage (a separate download), run the DStarConfig program to configure the hotspot, and unmount/move the SD card to the Pi.
