RF System commands Problems

I've recently gotten my Raspberry Pi 3b w/ dvMega dual board up and running using an ID-51a to connect to reflectors, Repeaters, and make contacts. But I have not been able to get the System commands over RF to work.
While in DR mode on the 52a I'm pull up my DV Mega from a simplex Memory Bank
I go to the To Field hit the "enter button"
Go to Direct Input (UR)
Key in a system command SHUTDOWN
Hit the "enter key" to put it in the To Field
Then hit the PPT and nothing happens
What am I doing wrong?
